The ETUC wants stronger collective bargaining systems and binding agreements at national level covering workers in both public and private sectors, including workers in SMEs, to promote quality employment, equality, decent wages, pay increases and social progress. We demand respect for all agreements concluded in the framework of social dialogue at all levels.Workers across Europe need a pay rise. Negotiations between social partners at the relevant level are the best tool to secure good wages and working conditions. Wage-setting should remain a national matter and take place in line with national practices and industrial relations systems. At the same time, the ETUC is coordinating a major Europe-wide campaign to secure a pay rise for all working people, but especially for lower-paid workers such as women, young people, and those living in less prosperous EU Member States (upward wage convergence).

Progressing toward a European optional legal framework for Transnational Company Agreements:In line with the 2015 Paris Congress and Executive Committee decisions, the ETUC has put forward a concept example for a European Optional Legal Framework (OLF) for Transnational Company Agreements (TCAs). This would help clarify the leading role of the European Trade Union Federations (ETUFs) in negotiations as well as the interaction between different levels of collective bargaining and the effectiveness of such agreements. The ETUC proposal is based on the following do ents – the so-called ‘OLF package’ – which has been developed over recent years:ETUC report Towards a Legal Framework for Transnational Company Agreements;ETUC report Building an enabling environment for voluntary and autonomous negotiations at transnational level between trade unions and multinational companies;ETUC concept example of a possible OLF for TCAs;European Parliament Resolution on Cross-border collective bargaining and transnational social dialogue - Rapporteur Thomas Händel MEP, adopted on 12 September 2013.
