The national congress of science project was the largest and most important undertaking in Polish science since the systemic changes of 1989-90. the idea arose from the growing prevalence in the academic community of the need for de*p systemic changes that will make the science in Poland begin to make up the distance to world leaders, and the diplomas of Polish universities will be valued equally with the diplomas of good universities from leading countries the first stage was announced in February 2016 competition for the development of the new law. three teams selected in the competition worked on the as*umptions of the new order in science and higher education from June 2016, their results were announced on March 1, from October 2016 to June 2017, nine program conferences of the national science congress were held. they were devoted to successive fields of the problematic issues that comprise the functioning of science and higher education. the subject of the debate was the current state and possibilities of its improvement, including the proposed statutory regulations. during the conference their teams, while still working, presented teams preparing draft as*umptions for the act. to attract the widest possible representation of the environment to the discussion, conferences were organized in nine important Polish academic centers. The culmination of the project was the congress, on 19 and 20 September at the ice congress center in Krakow met almost 3,000 representatives of the academic community and invited guests representing the economy, local governments, and the world of politics. The main point of the congress was the presentation of the draft law on higher education and science, a new constitution for science. The Law on Higher Education and Science will cover all issues related to this field, now regulated. through four acts: law on higher education, the act on degrees and academic title, and the act on financing rules.
