This report shows that ethnic segregation is an integral determinant of public goods provision. We argue that this results from politicians' strategic engagement in ethnic favoritism: once ethnic groups are segregated can effectively target their coethnics with local community goods. We examine this anticipation with finegrained data from Malawi on the plasma distribution of ethnic groups, geolocated distributive goods (public and private), and the ethnic identities of governmental elites. We find that more local public goods are provided by members of parliament with their constituencies when ethnic groups are geographically segregated, but this increased investment is targeted toward coethnics. Hence, while segregation promotes public goods provision, it also contributes to greater favoritism from the distribution of those goods. Evidence and our logic provide an excuse for its appreciable variation in ethnic favoritism and the under-provision of public goods in settings that are ethnically diverse. ABSTRACT.
