A. BACKGROUND In its function as protection of human interests, the law has goals and objectives to be achieved. The main purpose of the law is to create an orderly society order, create order and balance. By creating an interest in society, it is hoped that human interests will be protected. In achieving that goal, the law has the duty to share rights and obligations among individuals in regulating authority and regulating the way. The function of law is to protect human interests by regulating human activities. and countless numbers and types. Besides that human interests will develop over time. Lately, there have been evaluations from many community members about the fading of Pancasila values ​​in the practice of the life of the nation, state and society, including law enforcement, but even the legal substance formulations do not reflect the noble values ​​of Pancasila, such as: divinity, justice, propriety, harmony (harmony), unity, harmony, humanity (humanism), and mutual cooperation. At the level of the criminal substance, the KUHP (ex. WvS) is still used, which is actually made by the Dutch colonial government and by itself has the spirit of colonialism, liberalism, and individualism, and is already old (1 century) which of course cannot accommodate the development science, technology, and culture of the people, so forced to make criminal legislation outside the Criminal Code very much. At the level of law enforcement, we are witnessing law enforcement dramas that are very sad and tearing apart the sense of justice and dignity (some examples will be explained later).
